For more than two decades the American sunscreen monograph stayed fixed while Europe carried over 30 ultraviolet filters. Regulators ended the interval through a proposed order dated December 12, 2025, followed by the addition of bemotrizinol on June 9, 2026, with effect from August 9, 2026.

The entry changes what formulators may list on a Supplement Facts style panel for sunscreens, the Drug Facts box. Bemotrizinol screens both ultraviolet A and ultraviolet B wavelengths. Laboratory testing showed above 90 percent of its screening ability remained after prolonged light exposure, and records describe a supporting role for companion filters such as avobenzone. With a molecular weight of 627.8 g/mol, the molecule largely remains at the skin surface, and agency reviewers recorded limited passage through skin.

The Food and Drug Administration records bemotrizinol as generally recognized as safe and effective for adults and for children aged 6 months and above. DSM Nutritional Products LLC filed the submission requesting inclusion at levels up to 6 percent. That ceiling will appear on batch documents and finished labels, while the EU, UK, Korea, Australia, China, Brazil and India permit the same substance at 10 percent.

Manufacturing history gives the longer chain. The filter has been sold across the European Union since 2000, alongside years of distribution in Australia, sections of Asia and Latin America. Before this order the United States carried 16 active sunscreen ingredients, including two proposed as not generally recognized as safe and effective and seldom formulated. With bemotrizinol the American count moved to 17, against more than 30 approved ultraviolet filters in the EU.

Label standards explain part of the gap. Only two Food and Drug Administration approved ingredients supply strong UVA screening, zinc oxide and avobenzone, compared with 10 ingredients with strong UVA screening open to European manufacturers. An Environmental Working Group review of 51 products reported that only 35 percent satisfied the EU benchmark while 94 percent would satisfy the present US benchmark. The EU advises UVA defense at least one-third as strong as the SPF value.

Bemotrizinol became the first new active ingredient entered through the streamlined pathway created by the CARES Act, completed inside seven months from the proposed order. DSM-Firmenich reports spending at least 18 million dollars across more than two decades to seek approval. The company holds sole rights to sell bemotrizinol in the US for 18 months under the brand name Parsol Shield, and trade reports place first products near September 2026.

HHS Secretary Robert F Kennedy Jr noted that bemotrizinol was used safely in Europe for decades and that FDA action will add competition and consumer confidence to sunscreen products

What remains outside the present file is when goods with bemotrizinol will reach broad distribution past the September expectation, and whether the agency will move other awaiting filters such as bisoctrizole.

For shoppers who compare seals, lot codes and percentages, the practice is unchanged, measure an adequate amount and repeat application in sun, while another documented option approaches the shelf.
